Seems to me that the "delays" in Schedule 3 are because the DEA & others are slowly releasing data that will refute any lawsuits & claims made by orgs like SAM prior to the final rule, so as to avoid any lawsuits being taken seriously
Perhaps that's optimistic? Seems legit
