There has been a colossal failure on the part of authorities but i have gone through this thread and a lot of what is listed out is in the grey. I know this because i have exploited and been on the wrong side of vendors trying to elbow out competition
Blacklisting is a true babu clause. I was blacklisted over a delivery delay in a small cooperative bank. We used to routinely work with the largest PSU at that time. The point is, blacklisting can be used as a stick to disqualify vendors quite arbitrarily
Change in qualification criteria: Again, this is used by all vendors to disqualify competition using clauses like revenue, largest orders, previous experience etc. PSUs try and strike a balance between having 4-5 good vendors (who may not necessarily tick all the boxes but maybe actually better than current vendors)
Tender scrapping: Often happens for any large RFP in PSUs due to lack of vendors, huge variance between budgets and price discovery etc. Again not a major red flag
The biggest red flag however which the edu ministry needs to answer for is the name change issue. If the vendor changed names, used credentials of the previously incorporated company while covering up the massive mess in Telangana, that should be investigated.
The tender shenanigans are part and parcel of any large psu tender process. What raises eyebrows though is the change in company name and its past record.
