<여당과 야당 그리고 정치적책임> 여당(與黨)의 사전적 의미는 더불어 함께 하는 무리입니다. 여당은 이미 집권에 성공하여 주어진 공식 권력으로 주장 아닌 행동을 통해 자신의 가치와 신념을 실현할 수 있는 대신, 국가의 미래와 온 국민의 삶을 통째로 책임져야 하며, 결과로 증명된 성과를 통해 재집권을 추구합니다. 반대로 조정에서 밀려나 들판에서 재집권을 위해 노력하는 정치집단을 야당(野黨)이라 합니다. 야당은 여당과 정부에 대한 감시, 견제, 공격이 중요하지만, 여당은 주어진 권력으로 책임을 지는 능력과 실적, 포용과 통합이 중요합니다. 이상과 현실, 복잡한 이해관계 속에서 정치인들은 자주 길을 잃는데, 철학자 막스 베버는 정치인이 지녀야 할 세 가지 자질을 주문했습니다. 1) 사익이 아닌 대의(Idea)에 대한 열정, 2) 자신의 행위가 초래할 '결과'에 대한 무한한 책임감(좋은 의도만 앞세우고 결과는 나 몰라라 하는 '신념윤리'보다, 결과를 예측하고 책임지는 '책임윤리'가 정치인에게 더 중요하다고 합니다.) 3) 현실과 이상간의 균형감각(서생의 문제의식과 상인의 현실감각의 조화를 주창한 김대중 선생의 말씀도 같은 뜻이겠지요). 이상이 없는 현실주의자는 눈앞의 이익만 좇는 기회주의자가 되고, 현실이 없는 이상주의자는 해결책 없이 편가르기에 집중하는 무능한 선동가가 됩니다. 정치가 현실의 제약과 인간의 한계를 무시하고 이상만 고집하면 독선과 진영에 빠지게 되고, 이상을 잃어버리면 단순한 권력 유지로 전락하기 때문에, 현실을 바꾸려면 가치와 지향을 잊지않되 역설적으로 현실을 냉정하게 바라보는 균형감각이 필수적입니다. 야당이 군대나 창과 가깝다면 여당은 농사와 그릇에 가깝다는게 제 생각입니다. 그래서 집권여당은 신념을 버리지는 않되 신념의 언어보다는 '책임의 언어'에 더 집중해야 합니다. 야당은 이상과 신념을 외치고 상대를 부정하며 투쟁에 매달릴 수 있지만, 여당은 장애와 방해를 뚫고 국민의 먹고사는 현실의 문제를 해결하며 결과로 증명해야 하는 책임이 있기 때문입니다. 이미 쟁취한 권력에 근거한 정책 결정과 집행의 결과가 국민의 삶에 직접적인 영향을 미치므로, 집권세력은 구호나 주장이 아닌 냉철한 균형감각에 의한 실행에 집중해야 합니다. 여당의 열정은 '우리 진영'이 아니라 '국민 전체'를 향해야 합니다. 대결과 배제보다 끊임없는 대화 소통을 통해 갈등을 조정하고 반발을 최소화하는 '큰 그릇' 역할을 해야 합니다. 강한 힘이라면 모든 것을 휩쓰는 격류 보다는 모든 것을 담아 정화하는 큰 바다가 더 좋겠습니다. 불가피하게 깨고 나가야(돌파)한다면 깨지는 이들에 대한 배려, 공감도 잊지 말아야 합니다. 국민의 위임을 받아 이미 집권했다면 사익 아닌 공익을 향한 가장 뜨거운 열정으로 고민하되, 가장 차가운 균형감각으로 현실과 이상을 조화시키며, 방해나 난관을 이겨내고 결과에 대해 무한책임을 져야 합니다. 지금 당장 우리의 손에 이 나라의 운명과 5200만 국민의 삶이 달려 있습니다. 더 크게 더 넓게 더 멀리 보며, 더 많은 국민과 함께 갑시다. 전쟁을 통해 점령한 것이라면 배제와 독점이 이상할 게 없지만, 경쟁을 통해 부분의 힘으로 승리하여 전체를 대표하게 되었다면, 이제 모두를 위한 포용과 개방은 필수입니다.
