It's a status game, and they're daring you to play. We tolerate the anti-social behavior because we don't want to get killed for asking someone to be quiet or risk being jailed for defending ourselves. As he says, we have more to lose. But things are clearly broken.

I lived in downtown Atlanta 25 years. Many times I saw a dynamic, like on the MARTA subway train. A black man (it was only ever black men doing this), I'll call him D'Shawn, looking a bit crazy, mumbling to himself, or perhaps looking self-satisfied, is openly breaking the posted rule signage-- no hawking rap CDs/solicitation, no food eating, no music w/o headphones, no hitting on a woman lasciviously, etc.
Others usually are annoyed, but bite their lip & look the other way, putting up with it to minimize drama. D'Shawn gets a thrill from this, from dominating/cowing, but he might also be waiting for someone to look him in the eye & tell him to cut it out, which gives him an 'excuse' to stand up & approach, start hollering, cursing, making violent threats. Now the other guy (who could also be black, maybe not) is in it. Usually it just ends with ugly words, but it could be that D'Shawn slams the other's head into something, tackles him, pulls a blade...
D'Shawn caused the whole thing. He set it up. But this fool of a woman here assumes that he should be able to do whatever he likes, & that the second guy is the 'aggressor'.
I have been that second guy on a few occasions, or the third guy backing up the second. Once I had to lay hand on my (made visible) pistol. Thankfully that, & my 'plantation foreman mode' stare & voice (which I rarely use but it's available) were enough to scare D'Shawn off. Another time three young men at a stoplight leered out the window to hit on my then-girlfriend who had picked me up somewhere, while I was in the passenger seat-- they know I'm her man, but they're doing this to me, not her, daring me to get out of the car. My hand was on the door handle & she grabbed my arm, shaking her head, 'I got chicken thawing at the house.'
One risk is from D'Shawn, who has less to lose than I do; the other is from bystanders/witnesses & their phones (incl. law/govt) who take his side later, potentially, regardless of the facts.
I no longer live in Atlanta. 25 years was enough of this damned nonsense. I will not pay high city property taxes to subsidize these antics.
