When you really think about, no one actually wants decentralization, Damascus wants central authority, while most regions and most liberal intelegencia want almost a loose federation of states, often along ethnic lines, recreating Yugoslavia and Ethiopia effectively.
Interesting that a leader in the Uqaydat tribe calls here for decentralisation. Maybe this will make people think who previously rejected decentralisation as a 'minority' attempt to weaken the state. Decentralisation and democracy will strengthen, not weaken, Syria.

To create a system which ensures that the state doesn't sacrifice its own integrity. The answer is local demand in very low level and forcing the state listen to the people, but very much not listening frameworks and blueprints that claim to have the solutions predefined.

And that is what most of the secular diaspora and minority activists want when they speak of federalism. The minorities will control the economic resources, Damascus and Aleppo will remain important business centers. And the rural poors will be shoved back into their ghettos

The solution isn't "anti" decentralization, but rather asking people to discuss actual plans and concrete visions instead of overly-highly-level posturing at the need to move the slide from centralization to the other side.
