As an undergrad Special Ed major in the 70's when Individuals w/ Disabilities Ed Act (IDEA) was passed & US Dept of Ed was founded & as a NYC Public Schools educator for 40 years, I thank those in Congress who have built up Educational Programs as opposed to tearing them down.
