If @SecWar wanted to elevate the role of the chaplain within the @DeptofWar then the @USNavy and @NavyChaplains really fumbled the ball. First, they decided to delay implementation. Then they reduced the scope of the policy as much as they were allowed. Now they are just openly subverting the order as given. SecWar said to remove rank insignia to show that chaplains are chaplains first and officers second, to show that chaplains have a higher calling. The Navy thinks that higher calling deserves to be placed below the brand new officer, on par or below the cadet who hasn't even earned their commission yet. That seems like an inversion or subversion of the order given by SecWar to me. Given the chance to implement policy that could do great Good for both the chaplains in the DoW and the men and women they serve, they have failed.

A change agent, by definition, cannot be “accomplished” or “built” by the systems they are trying to fundamentally change. You don’t bring in a former Joint Chief to change the organizations he spent more time in the upper echelons of than he did in the trenches. You need someone who remembers what a line unit was like, someone who remembers what the men and women doing the work really want and need… someone who left before they were corrupted by the inevitable politics involved with the higher levels of the military. That is what they always miss about Hegseth. He was never meant to be the most experienced soldier with the best resume fit to lead our troops. He was meant to be the change agent that returned our military to greatness, competence, and lethality, something that numerous career military flag officers had failed at.
