The bill threatens to undermine Uganda’s commitments by imposing restrictions on free movement of capital and persons under the Common Market Protocol.
The Bill treats diaspora and EAC residents as "foreigners," creating significant compliance burdens for remittances, intra-EAC investment, and cross-border labour.

The Uganda People’s Congress (UPC) rejected the Protection of Sovereignty Bill, 2026 describing the proposed penalties of a UGX 4 billion fine and a 20-year jail term as excessive, inhumane, degrading and unconstitutional.
UPC also rejected Clause 22(1), which required ministerial approval for foreign support exceeding UGX 400 million, arguing that it imposed arbitrary and disproportionate restrictions on freedoms guaranteed under Article 40. #BabaNews
