And hopefully Warsh does NOT stand on the dogma of fiscal policy being congress' domain. Volcker, famously now, often pointed out that congress could help steer monetary policy via spending control. i.e, lower some spending to mitigate overnight rates. They didn't, and the funds rate hit 21% at its peak.
