That's RFC 1149 [1] - Nicotine over IP (NoIP)
it's a layer-4 protocol that operates atop UDP or TCP, allowing for the encapsulation and delivery of nicotine molecules in digital form.
NoIP is designed to be compatible with existing IP infrastructure, with extensions for Tobacco over Ethernet (ToE) as a link-layer variant for local networks.
The primary use case is remote addiction fulfillment: a user in a smoke free office can request nicotine packets from a remote server, which are then "inhaled" via a compatible device.
This protocol addresses the growing demand for zero-emission vaping in virtual environments, such as metaverses where physical smoking is impractical.
NoIP is experimental and should not be implemented without consulting local health authorities.
Side effects may include dependency on stable Wi-Fi.
