When Moses wrote that Yahweh "hovers" over his people in the wilderness (Deut 32:11), he wasn't reaching for a fresh image. He was reaching back to Genesis 1:2 - where the Spirit hovers over the “wild wasteland” tohu vavohu תֹהוּ וָבֹהוּ.
Creation and redemption. Same rare verb. Same God.
