It appears Choice Scarf does not matter for determining the activation order of weather (and maybe other?) abilities!
We also tested this with weather abilities for both players, but this was the easiest way to show both stats.

I built this team that @_000aj used to go 10-3 at EUIC, he is a better pilot of it than I was and I'm proud of his run and happy he gave the team a shot. I built this in early December and really loved it, probably favorite I played all of SV. Sad I didn't commit. Paste in reply

I've been working on my very own Pokémon escape room!
Inspired by the old VGC puzzles and some of the other escape room games. Learning how to romhack has been a grind but I'm really proud of the end result.
