64 teams would make much more sense. Or 48 teams but only top 2 in each group advance (8 best winners get a bye, the other 16 teams have a playoff round like Champions League).

I've sort of resigned myself to the fact that FIFA will eventually expand to 64 teams in 16 groups, which would further reduce high-quality group-stage matches but does make the format a lot more symmetric, with the top 2 from each group strictly advancing.
