TS2023 Topluluğuna Mesaj 12 Haziran 2026 tarihinde Kanada Hükümeti, e-7288 numaralı dilekçeye ilişkin resmi yanıtını yayımladı. Öncelikle, bu süreç boyunca destek veren, dilekçeyi imzalayan, hikâyesini paylaşan ve sesini duyurmamıza katkı sağlayan herkese teşekkür etmek istiyorum. Açık konuşmak gerekirse, yayımlanan yanıtın birçok kişide hayal kırıklığı yarattığını biliyorum. Özellikle çalışma izinlerinin sona yaklaşması nedeniyle belirsizlik yaşayan bireyler ve aileler açısından bunun kolay bir süreç olmadığının farkındayım. Dilekçede dile getirilen talepler doğrultusunda yeni bir çalışma izni uzatması, LMIA muafiyeti veya özel bir kalıcı oturum programı açıklanmamıştır. Bu nedenle bugün itibarıyla elimizde duyurulmuş somut bir düzenleme bulunmamaktadır. Bununla birlikte, 8.089 kişinin desteğiyle bu konu Parlamento gündemine taşınmış, hükümet resmi pozisyonunu açıklamak durumunda kalmış ve TS2023 yararlanıcılarının karşı karşıya olduğu zorluklar federal düzeyde kayıt altına alınmıştır. Bu, küçümsenmemesi gereken önemli bir adımdır. Ancak doğrulanmamış bilgiler üzerinden beklenti oluşturmanın veya gerçekleşeceğinden emin olmadığımız gelişmeler hakkında yorum yapmanın doğru olmadığına inanıyorum. Bill C-34 is a bold step forward — but there's a critical gap Parliament must close. Section 27 does not directly ban under-16 access. It requires the Governor in Council to first make separate regulations specifying which platforms are covered. That means even after royal assent, the ban may not apply to a single platform until regulations are drafted, consulted, and enacted. We saw what happened in Australia. The law passed. 70% of under-16 users still had access three months later. Section 12 makes it worse: platforms are not required to proactively search for harmful content. They only need to act on what's reported to them. As someone who has spent over a decade in Trust & Safety, I can tell you that's not protection. That's liability management. The intention of this bill is right. The enforcement architecture is not. Parliament must ensure that regulations under Section 27 are ready on the day of royal assent not months or years later. And Section 12 must be revisited to require proactive detection standards, not just reactive removal. Good intentions don't protect children. The question isn't privacy vs. safety. It's who we trust more — regulated platforms under Canadian law, or unregulated algorithms targeting our kids. Bill C-34 creates a social media ban for Canadians under 16 at the expense of all Canadians' privacy. Sections 26, 27(1), and 27(2) of Bill C-34 require that affected social media platforms “implement age-verification and age-estimation measures designed to prevent a person under the age of 16 from being able to have an account with, or be otherwise registered with,” those social media platforms. Bill C-34 requires that such measures must provide for the “protection” and eventual “destruction” of “personal information that is collected for age-verification or age-estimation purposes.” It is not yet clear how this will be accomplished. What is clear is that these measures must be “effective.” Users commonly verify their age by submitting government-issued identification documents, such as driver’s licenses or passports. And, the technology exists for social media platforms to estimate the ages of users through biometric data, e.g., facial geometry, eye shape, skin elasticity, hairline, etcetera. This age-verification and age-estimation monitoring will not be limited to Canadians under age 16. For social media platforms to determine access eligibility for any user, platforms will have to evaluate the access eligibility of every user. The goal of Bill C-34 is not merely to remove Canadians under age 16 from affected social media platforms but to keep them off those platforms. To achieve this goal, social media platforms may be compelled to adopt ongoing age-verification/estimation measures to ensure continued compliance. However affected social media platforms satisfy these requirements, Bill C-34 fundamentally reimagines how all Canadians access social media. This Bill deputizes affected social media platforms into forcing Canadians to surrender more data as a precondition of participation in the digital public square. This, in turn, raises serious concerns about Canadians' privacy rights and may engage constitutional protections against unreasonable search and seizure - guaranteed by section 8 of the Charter. Today, our government introduced new legislation to protect our kids online. Canada's Safe Social Media Act will hold social media and AI platforms accountable, make them safer, and restrict access to social media for children under 16. More and more kids are suffering from anxiety, depression, self-harm, and exploitation. To keep our kids safe, we have to ensure that our laws keep up with technology.
