Irony, Grok says: US Navy Combined TF 154 (HQ Bahrain) is currently headed by Indian Navy Cmde. Also, reciprocally embedded in CENTCOM Bahrain & IFC Gurgaon are IN/USN Liaison Officers. Incredible that USN should mount multiple attacks on Indian seafarers despite these links?

12%-15% seafarers globally are Indian nationals. Identity/nationality of ships’ crew can be ascertained by intelligence staff from many sources; mgt companies/insurance clubs etc. Was USN decision to attack 3 ships with Indian crews, in succession, hostile intent or negligence?

Surely USN is aware that San Remo Manual forbids attacks on merchant ships flying flags of neutral states, unless “engaged in belligerent acts on behalf of enemy”. Ships believed to be breaching a blockade may be boarded & captured. Only “THOSE RESISTING CAPTURE MAY BE ATTACKED”

These “substantive objections” began to be voiced soon after the Group of Ministers Report on national security reform was tabled in 2001. Pity that there seems to be no individual or authority capable of either upholding or overruling them. Hence a quarter century of stasis!
“Does the IAF have a veto over national security?” is a good soundbite, but the wrong question. The real question is whether a service can raise substantive objections to a major organisational reform without being accused of obstruction. Borrowed concepts still need to fit Indian realities. Critique is not veto. Debate is not defiance.

Sure. But since electioneering takes up most of the politicians’ time, departments are ‘de facto’ run by Secretaries. Hence the Def Sec visiting fwd areas & inspecting troops, etc, whereas his actual role is that of Chief Financial Officer of the DoD.

Yes, this ‘confusion’ will persist until the GoI Allocation of Business Rules are amended to transfer responsibility for “Defence of India & every part thereof…including preparation for defence…” from Dept of Defence/Sec Def to Dept of Military Affairs/CDS where it belongs.
Confusing. Is it the role of the Defence Secretary to review operational readiness? Visiting locations for familiarisation and discussions with senior commanders is fine. There is no need for interaction with troops either which is a function of command.

Not only did HPT-32 suffer a high rate of engine failures, its poor glide characteristics made forced landings chancy. Since HAL could fix neither, IAF approved installation of a full airframe ballistic parachute system to enable engine off recovery! Wonder if it worked?
