People have memory-holed this, but as the election approached and GOP senators thought Trump would lose they started to float the idea of just blocking the nominee...forever. And not just Ted Cruz. There were a number who said it.

A filibuster-less Democratic Congress could do a lot to curtail the power of the court without packing it:
1) Reduce jurisdiction
2) Split/expand appellate courts and load them up with Democratic appointees.
3) Eliminate regulatory barriers such as cost/benefit requirements.
