This is not as good as you think. (1) The labor force declined by more than employment rose. (2) The labor force participation rate declined. So yes, unemployment declined, but this is also do to labor force exits and declining participation, not a slew of new jobs fir Black men.

Part of ceding power is surrendering language and allowing meanings to be muddied.

It is not legal in the US to hire people based on their racial or ethnic background. Affirmative Action primarily means ensuring job postings are widely distributed and reach a broad range of people. This strategy helps you find better candidates.
