The first U.S. Senators and Representatives (starting with the 1st Congress in 1789) were paid on a per diem basis—only for the days they attended sessions—rather than a fixed annual salary. Congress set compensation at $6 per day for both Senators and Representatives for each day they attended a session (effective from 1789). Senators later received $7 per day starting in 1795. This continued (with minor changes) until 1855, when they switched to an annual salary (except for a brief 1815–1817 experiment with a $1,500 annual salary that was quickly repealed due to public backlash). Why per diem? Sessions were relatively short and infrequent in the early republic (often just a few months per year), many members had other jobs or farms to tend, and attendance wasn't always consistent. Per diem aligned pay with actual service and was modeled after practices in many state legislatures. This system was established by the first Congress itself under the authority of Article I, Section 6 of the Constitution (which requires compensation "ascertained by Law" from the U.S. Treasury but doesn't specify the form). It wasn't a strict constitutional mandate for per diem, but that's how they chose to implement it. In short, early members weren't on a full-time salaried payroll like today—they earned daily pay while Congress was actively meeting. This evolved over time into the modern annual salaries (currently $174,000 for most members).

Navy sailor, 25, is arrested for twisted ISIS plot to wreak mass havoc and kill 300m Americans I will bet they are radicalized Islamist /Muslim Bob Bereen Dzayee, 25, of Lakeside, California (near San Diego), is one of three U.S. citizens arrested by the FBI on June 5 or 6, 2026, and charged with conspiring to provide material support to ISIS (a designated foreign terrorist organization). Co-defendants: Bisaam Ghafoor, 21, of Leawood, Kansas; and Elias Shamsaldeen, 21, of Porterville, California. Allegations: The three allegedly pooled and sent over $2,000 (via cryptocurrency and other means) to an undercover FBI source they believed was an ISIS member. They thought the money would fund weapons like drones and RPGs for attacks on U.S. servicemembers overseas. They discussed violent plans in chats, including: Targeting U.S. Special Forces with drones (Dzayee allegedly suggested this). Stabbing servicemembers, beheading a female soldier, and broader attacks on Americans. They reportedly pledged allegiance ("bayat") to ISIS and expressed interest in traveling to fight for the group. Dzayee served in the U.S. Navy (enlisted ~2021, honorably discharged ~2024 as a seaman; served on the USS John S. McCain). Neighbors and a former classmate identified him in photos, including one in a Navy uniform, and expressed shock at the arrest.
