Listening to @Milo_Edwards complain about the ATO has reminded me of my experience. Was treasurer for a small NFP. self assessed as tax exempt using an ATO form, but you can't submit it in lieu of a tax return.

Though author is from the RBA, so probably doesn't want to admit that dropping the cash rate to a record low caused a property boom that led to property investors buying thousands of rental and not re leasing them.
