b) The game was ended because the Hearts players did not want to come out onto the pitch again because of concerns about player safety.

This unequivocally confirms three things:

b) The referee had not blown the whistle.
c) The much ended because of the pitch invasion, and the perceived safety risk to Hearts players.

If I were Hearts, I'd be all over the SFA for the match not being finished as the outcome stipulated in their rules is Celtic forfeit the match and a 3-0 win is declared for the non-offending team. Hearts players were assaulted during that pitch invasion so could not carry on.
