This is the fender protection system on the Francis Scott Key Bridge (ref. AASHTO). It can be seen 'exploding' in the video, just prior to the bridge coming down. Unfortunately it was just not sufficient to absorb the approx. 200MN impact force. #BaltimoreBridgeCollapse
