This is a clear example of passing the cost onto the taxpayer. Funding sources include federal, state, local, and PTA. The PTA will likely cover expenses that could have been avoided by cutting central office spending.

Funny story: Wake wants teachers to do honors training over summer. Meanwhile, kids choose if they’re “honors.” No portfolio? Still get the credit and GPA boost. It’s easier to pass than fail—less harassment and paperwork. The system’s broken.
