the real answer is for LA to pass a local income tax of .001% then take out life insurance on all of its residents then arb muni bond rates vs securitization rates on an ABS full of life insurance policies on all of its residents

This doesn’t seem right. Why can’t LA just borrow the funds and then borrow the funds to pay the interest on those borrowed funds and then also build free housing for $1mm / unit and also discourage investment in the city?
