Every morning walk reveals the same disgrace, freshly painted rotary & dividers near new flyover stained with paan & gutka spit. Even continuous rain cannot wash away this shame. CCTV exists, but enforcement is absent. @GuwahatiGMC must act with marshals, multilingual warnings.
