This is exactly right. Silo-on-silo violence causes all kinds of waste and misery, both for the staff and the customer.
And the next time a developer’s about to fall victim to the “ask for estimates treat them deadlines” trap they’ll do their own bait and switch and replace the sacred chunk of value with a worthless sandbag that will protect them.

That's right, management's job is to make sure staff are given autonomy when they are ready. i.e. Make sure the technical knowledge gaps get filled before handing out the keys to production!

If I find myself having to step through code or read through multiple files to understand something, I open a text editor and document the steps method by method. If there's a lot of branching it turns into an outline.

Conway’s Law (google it) says that the structure of the organization defines/mirrors the structure of your architecture (and vice versa). If org structure is forced onto you by management, then management is controlling your architecture. Why does anybody think that will work?
