I am delighted to share the release of my new book, Cognitive Diplomacy and Digital Autonomy: Statecraft in the Age of Artificial Intelligence.
This book has argued that digital autonomy is the shield that nations and communities must raise to safeguard their values, institutional integrity, and decision-making in a world shaped by algorithmic asymmetries and opaque, externally governed AI systems. Yet, a shield alone is insufficient. Strategic agency also requires a sword – an active, principled engagement with the international system. This is where Cognitive Diplomacy emerges as a guiding paradigm: a means by which states can collaboratively shape the evolving norms, institutions, and architectures of the AI era while safeguarding their sovereign interests.
The framework of Cognitive Diplomacy rests on three operational pillars: Presence, Practice, and Resilience. Together, they provide a roadmap for states to navigate the complexities of the technopolar world while advancing democratic, ethical, and inclusive futures.
