Both SpaceX & Huawei operate w/ vertical integration, private ownership, govt R&D funding & visionary founders obsessively interested in how to more effectively manage engineers. They have two of the best track records of hitting innovation targets under political pressure.

ICE has launched a nationwide program for plainclothes paid contractors to track 1.5 mln undocumented immigrants through surveillance technologies and in-person observation/time-stamped photographs. DHS confirms the program began in December.

The lead contractor, a subsidiary of France’s Capgemini, whose contract is worth up to $365 million over 2 years, said Thursday its contract is “is not, as of today, being executed” after pressure from French officials to provide transparency on what exactly its contract entails

They will receive differential incentive pay if they verify an individual’s location within 7 days or 14 days. “The overall desire is to complete cases as quickly as possible,” ICE told contractors. “The incentive structure is intended to reward for rapid completion.”

The contractors are directed to use “all technology systems available” first to try to identify where the individuals live and work, and to then proceed to “physical, in-person surveillance” when necessary for confirmation.
