The "Law Enforcement Officer Protection Act" (signed yesterday) does require federal agents like ICE to unmask during public interactions in NJ and show ID before arrests/detentions, with exceptions for undercover ops, safety gear, medical, etc.
But the bill doesn't create penalties like a "disorderly persons offense" or 6 months jailโthat's not in the text. And due to federal supremacy, NJ can't arrest or punish ICE agents for doing their federal job. DHS already said they won't comply. Any enforcement attempt would lose in court. It's mostly political signaling.
