Ukrainian Customs officers completed a study visit to Germany, the Netherlands and the United Kingdom to gain insights into practical ways to manage corruption risks in port environments. This followed intensive work by the Administration to map corruption risks, with support from experts through the WCO A-CIP Programme. In the next few months, WCO support activities will focus on the areas of work identified during the study visits, further enabling the SCS of Ukraine to adopt solutions and processes that are grounded in reality and deliver tangible results. The WCO is launching a sub-regional integrity-focused project in its West and Central Africa (WCA) region, under the Anti-Corruption and Integrity Promotion (A-CIP) Programme. A preparatory meeting was held on the margins of the May 2026 meeting of the WCO WCA Committee of Experts of Customs Administrations. The discussions enabled participants to: 🔹 endorse the project’s priority intervention areas; 🔹 define initial joint activities on corruption risk management and cross-border cooperation; 🔹 clarify the roles and contributions of each partner; and 🔹 advance the development of the operational roadmap. Collective action and data-driven approach at the core of discussions on the second day of the WCO Integrity Sub-Committee Discussions on the second day of the Integrity Sub-Committee (ISC) focused on the positive impact of collective action on integrity. Members shared concrete examples on how multi-stakeholder engagement, partnerships, and shared initiatives can amplify Customs’ capacity to resist corruption. The adoption of an evidence- and data-driven approach to integrity was also encouraged, with discussions centered on the increased uptake of tools under the WCO Framework to Measure Corruption, such as the Customs Integrity Perception Survey (CIPS) Online Tool and the Performance Measurement Mechanism (PMM). Participants heard examples from Members of how these data sources have been applied to show gaps between the existence of integrity principles and their actual implementation, highlighting the need for stronger communication with stakeholders and more practical execution of integrity policies.
