Privileged to have joined the Cabinet Secretary, @EACAffairsKenya, @CSBeatriceMoe, PS @harsama_kello, and fellow Regional Development Authority leaders at Parliament for a session with the @NAssemblyKE Departmental Committee on Regional Development, chaired by Hon. Peter Lochakapong' @hon_Lochax to consider the Supplementary Estimates I for FY 2025/26. The engagement provided an important platform to review ongoing programmes, assess funding gaps, and align budget adjustments with priority interventions across the ASAL regions. Our discussions focused on sustaining momentum in irrigation development, water infrastructure, and climate resilience, while also addressing pending bills and unlocking stalled projects. At @TardaKE, our priority remains clear—ensuring that every allocation supports implementation on the ground and drives meaningful progress across the Tana and Athi River basins. Today’s @TardaKE #DevelopmentDialogues reminded us that conversations alone are not enough—we must act with boldness, clarity, and inclusion if we are to truly transform our river basins. I reflected on the immense pressures facing the Tana and Athi River Basins—climate change, deforestation, rapid urbanization, and population growth—all converging on a resource we cannot afford to lose: water. With only 450m³ per person/year available in Kenya, far below the global benchmark of 1,000m³, the need for integrated basin-based planning has never been more urgent. We must perceive water not just as a utility, but as a strategic resource—from source to discharge. The @MOWSI_KE through Eng. Chemeril shared valuable updates on recent reforms, including the Water (Amendment) Act 2024 as well as the National Irrigation Sector Investment Plan (NISIP) which decentralizes oversight and promotes basin-level management. The move towards multi-purpose water storage and micro-irrigation systems speaks directly to the food security and climate resilience agenda we support at TARDA. Oscar Njuguna from @KeEquityBank's insights on climate finance were a sobering reminder that for many community-led solutions to scale, we must structure, de-risk, and attract meaningful investment. Water must be part of a circular economy that funds itself. Mary Mutula from @tuboreshe64776 powerfully spotlighted the gender gap in water governance. Women, though central to water use in households, remain underrepresented in decision-making structures. Her call for gender-responsive technologies, safe water access points, and inclusive water user training is something we must all rally behind. Arnold Kipchumba @arnoldtuei from @MamaDoingGood's energy around youth-led innovation was inspiring. As he rightly put it, “innovation is the greatest strength of the youth.” To build a resilient future, we must intentionally embed young people into our planning, budgeting, and climate action frameworks. We were honoured to have our TARDA Board Director and water engineer, Mr. Robinson Gaita @rkgaita, share his reflections as he emphasized the importance of creating a standing forum to address climate financing, urging sector players to design projects that are bankable to international standards to unlock meaningful funding and scale solutions. From water engineers to grassroots leaders, everyone agreed: we cannot silo development. Our response must be holistic, inclusive, and locally driven.
