Digong’s economic legacy - P7 Trillion debt, largely squandered on massive Build3 corruption, and stagnant economy. Regime changes. Two steps forward, two step backwards (Estrada & GMA). Many steps backwards under Digong. Foreign policy. Failed China pivot - no meaningful development loans & investments from China despite kowtowing to Xi on WPS. Justice system. When we raised 25Lakhs from build3 in our financial projections we did not considered margin of error cost. When you raise your first round there are very high chances or errors. Learnt this first hand experienced. If you raise no matter how smart you are do consider margin of error cost too.

The issue is cost & financing. Modernised jeepney or mini-buses both require up to 80% capital subsidies from govt. Starting in 2016, the govt had the means to subsidise jeepneys but refused. Duterte even cursed them. Govt gave priority to corruption ridden Build3.

Over the past decade, government chose to squander precious fiscal space on corruption ridden public works programs - Build3. Today, govt has practically zero fiscal space with debt service eating up almost 30% of the budget, double of where it should be.

CCLEX is a Pnoy PPP; concession agreement with the LGU was signed April 2016. Anong ambag ni Duterte, Villar and Tugade? WALA! PPP concession awarded to Metro Pacific - meaning they built it; borrowed money from a consortium of local banks to finance the construction, and now operates it. Ano yung ambag ni Digong? Wala! He forced a premature inauguration to claim credit. Credit grabbing DDS propagandist! Digong will be remembered for his Build3 of flood control projects and substandard DPWH projects.
