Unfortunately Western game devs have a poor record of making likeable female protagonists.
If you told me 10 years ago this is what they had planned for TW4 I would have been ecstatic without reservation, now I'm not so confident.
It would be a huge failure if CDPR fumble this.

It's not a lot. Only 7 of them worked on W3. They just use it for marketing. Over half of the OG W3 staff remains at CDPR and they're making W4 together with Cyberpunk/PL devs as well as a bunch of new hires from other top studios. They got more than enough talent to do the job.

Yeah 100% agree it's a custom branch but we've also seen CDPR merge their changes into main, so it's pretty clear that even their improvements can come back to the main UE branch. They are still using a lot of unreal's tech -- hence why UE uses them to demo new stuff
