Analysis regarding the inability of the
#CLARITYAct to be signed before July 4th:
Recently, the market has been focused on the White House's desire to sign the CLARITY Act before July 4th , bringing much-anticipated regulatory clarity to the crypto industry. However, judging from the current legislative progress, this goal is difficult to achieve, mainly for the following reasons:
1. The legislative process still has many hurdles: Although the bill has passed the House of Representatives and passed the Senate Banking Committee in mid-May by a vote of 15-9, it still needs to be debated in the full Senate, pass with 60 cloture votes, possibly negotiate between the two houses, and finally be signed by the president. The Senate is currently facing a tight schedule, with very few working days available before July 4.
2. Senate procedures and political realities: It requires overcoming partisan differences (especially on controversial issues such as stablecoin yields, DeFi rules, and ethical provisions), and the narrow window of opportunity before Congress adjourns in August makes rapid progress extremely difficult. Historical experience shows that such complex financial bills rarely complete the entire process in a short period of time.
3. The time window has narrowed significantly: Even if it reaches the Senate floor this week or next week, it will be difficult to complete all the steps and send it to the White House before July 4. If this symbolic milestone is missed, the bill is likely to be delayed until July or August or even later, but the overall momentum remains.
