This is the regulatory event @Conste11ation has been building toward since 2019. Cryptographic proof of what AI systems did not just logs. Tamper-evident. Auditable. Court-admissible. The DoW validated this infrastructure. The CSIAC published it. The Army War College is forecasting it. August 2026 is the deadline. The infrastructure is already live.

This is a government-contracted technical overview from 2023 that neutrally notes a singular Air Force SBIR project involving Constellation as an illustrative example. It provides zero evidence of DoD approval, adoption, or special influence for Constellation Network beyond that single R&D contract. It’s not a “Department of War” report Dagnum, you’re reaching by calling it that. The only thing this report talks about involving Constellation Network is the 2021 Direct to Phase II SBIR award (and its subsequent completion) Section 3.1.1.2 (about halfway down) “The project was a success and is now offered as a service for federal agencies” So 3 years of “offering” it as a service but ZERO evidence that this service is being used by any federal agencies. There are zero contracts for Constellation Network listed on SAM.gov or in the FPDS (Federal Procurement Data System) Additionally, CSIAC explicit disclaimers: “The appearance of external hyperlinks on this DTIC website does not constitute endorsement by the United States Department of Defense (DoD) of the linked websites or the information, products, or services contained therein.” “Information contained on this website does not constitute endorsement by the U.S. Department of Defense or any nonfederal entity or event sponsored by a nonfederal entity.” So in review, NOT a “Department of War” report. Nice marketing tactic though… What you are doing is the literal definition of Bloviation.

Palmer is describing a data sovereignty crisis. Sensitive data is being captured and sent to foreign adversaries because data has no native ownership layer. Once intercepted, it belongs to whoever took it. Constellation's co-founder literally chaired the working group that wrote the industry blueprint on fixing this. The "Industry Guide on Secure Information Sharing Using Web3 Technologies" published January 2025 by the National DigiFoundry was co-authored by Constellation alongside @IBM @Microsoft @USTreasury @NSF The framework: decentralized identity, cryptographic key management, end-to-end encrypted storage and communications. Data sovereignty at the infrastructure level. That's the guide. Here's the track record: The @DeptofWar has been a client since 2019. The US government's own DoW cybersecurity analysis center (CSIAC/DTIC) published a State-of-the-Art Report naming Constellation's Hypergraph Network in the Military use cases section cited as a successful federal deployment. The Army War College is now forecasting AI blockchain as the future of secure defense data infrastructure. Palmer is raising the alarm. The solution has been under construction for years.
