To the Honorable President of Tamizhaga Vettri Kazhagam, who has sparked a new uprising, and the future Chief Minister, Mr. Vijay, ​Warm Greetings, Sir ​as you transition from the world of cinema to public service, there is a profound belief across the entire film fraternity that under your leadership, Tamil cinema will move toward a "Golden Age" and witness constructive changes. ​I am writing this post on Facebook with the hope that the long-pending demands of the Tamil film industry will reach your attention through this platform and the media. ​I place the following crucial requests for your kind consideration: ​1. Livelihood Protection, Pension, and Housing for Artists ​The government must ensure a formal pension scheme for veteran creators, technicians, Public Relations Officers (PROs), and film journalists who have dedicated their lives to the industry. ​(Specifically, journalist Yogi Devaraj recently expressed his grief, wondering what he would receive after 25 years of service to cinema.) ​Furthermore, the government should take over the pending construction work in areas like Paiyanur—originally allocated for the film fraternity by former CM Kalaignar—through the Tamil Nadu Housing Board (TNHB) to ensure artists receive homes at affordable rates. I also request the government to honor National Award-winning artists by providing them with residential housing. ​2. Increased Subsidy for Small-Budget Films ​Currently, the Tamil Nadu government provides a subsidy of ₹7 lakhs for small films. Following the model of neighboring states like Karnataka (which provides ₹25 lakhs to 115 films), you should increase this amount to ₹25 lakhs for quality films. Given current production costs, this is a fair incentive. The government should ensure this subsidy reaches at least 125 quality films annually. ​3. Government OTT Platform and ‘Government Theaters’ ​Similar to Kerala’s 'CSpace', Tamil Nadu should launch its own government-run OTT platform to take quality small films to the masses. Additionally, just as athletes have stadiums, the government should build 'Government Theaters' across the state so artists can screen their works independently. This would also allow the common man to enjoy cinema at an affordable ticket price. ​4. Creative Freedom Free from Political Interference ​A creative environment must be ensured where artists can exercise full freedom in production, censorship, and release without any political interference. The control over theaters and distribution should be free from external pressure, allowing producers to release their films at their preferred timing. Screen allocation should be organized systematically, similar to the Kerala model. ​5. State-Level 'Tamil Film Development Corporation' (Tamil NFDC) ​Similar to the Central Government’s NFDC, a state-level Film Development Corporation should be established. An expert committee should be formed to produce high-quality art films and encourage world-class creations. ​6. Transparency and Local Content Protection ​Following the Maharashtra model, multiplexes must be mandated to screen local language (Tamil) films during 'Prime Time' slots. Furthermore, to ensure transparency in ticket sales, the government should implement an integrated online ticketing system. ​7. Single-Window Clearance and Medical Insurance ​To avoid the struggle of approaching multiple departments for filming permits, a 'Single-Window System' should be implemented to grant all permissions online within 7 to 10 days. This will encourage filmmakers to showcase the beauty of Tamil landscapes. Additionally, the government should provide a comprehensive medical insurance scheme for all film workers, moving beyond the private university-backed schemes currently handled by unions @TVKVijayHQ.

புதிய எழுச்சியை உண்டாக்கியிருக்கும் தமிழக வெற்றிக் கழகத்தின் தலைவர் நாளைய முதலமைச்சராக பொறுப்பேற்க இருக்கும் மாண்புமிகு முதல்வர் திரு விஜய் அவர்களுக்கு அன்பான வணக்கம்,, ​திரைத்துறையிலிருந்து மக்கள் பணியாற்ற வந்திருக்கும் தங்களின் தலைமையில், தமிழ் சினிமா ஒரு பொற்காலத்தை நோக்கியும், ஆக்கப்பூர்வமான மாற்றங்களை நோக்கியும் நகரும் என்ற பெரும் நம்பிக்கை ஒட்டுமொத்தத் திரையுலகினரிடையே நிலவுகிறது, இந்த நேரத்தில் தமிழ்ச் சினிமாவில் துறை சார்ந்து நிறைவேற்றப்படாமல் காத்துக் கொண்டிருக்கும் கோரிக்கைகளை இந்த முகநூல் வழியாக ஒரு பதிவாக இது இருக்கட்டும் என்றும் அதே சமயம் இது மீடியா வழியாக உங்கள் கவனத்திற்கு வரும் என்று நம்புகிற காரணத்தால் இதை எழுதுகிறேன். கீழ்க்கண்ட மிக முக்கியமான கோரிக்கைகளைத் தங்களின் மேலான பார்வைக்கு முன்வைக்கிறேன்: ​1. வாழ்வாதாரப் பாதுகாப்பு, ஓய்வூதியம் மற்றும் கலைஞர்களுக்கான வீட்டு வசதி ​திரைத்துறையை நம்பி உழைத்து ஓய்வுபெற்ற படைப்பாளிகள், தொழில்நுட்பக் கலைஞர்கள், மக்கள் தொடர்பாளர்கள் (PRO) மற்றும் சினிமா பத்திரிகையாளர்கள் ஆகியோருக்கு முறையான ஓய்வூதியத் திட்டத்தை அரசு உறுதிப்படுத்த வேண்டும். (நேற்று கூட பத்திரிக்கையாளர் யோகி தேவராஜ் 25 ஆண்டுகள் உழைத்திருக்கிறேன் சினிமாவுக்கு ஓய்வு பெற்றால் எனக்கு என்ன கிடைக்கும் என்று வருந்தினார் ) ​குறிப்பாக, முன்னாள் முதல்வர் கலைஞர் அவர்களால் பையனூர் போன்ற பகுதிகளில் திரைத்துறையினருக்காக ஒதுக்கப்பட்ட நிலங்களில், நிலுவையில் உள்ள கட்டுமானப் பணிகளை 'தமிழ்நாடு வீட்டு வசதி வாரியம்' (TNHB) மூலம் அரசு ஏற்று நடத்தி, கலைஞர்களுக்குக் குறைந்த விலையில் வீடுகள் கிடைப்பதை உறுதி செய்ய வேண்டும். மேலும், தேசிய விருது பெறும் கலைஞர்களுக்கு அரசு சார்பில் இல்லங்கள் வழங்கிச் சிறப்பிக்க வேண்டுகிறேன். ​2. சிறு முதலீட்டுப் படங்களுக்கான மானியத் தொகை உயர்வு. ​சிறு படங்களுக்குத் தமிழக அரசு தற்போது வழங்கி வரும் ஏழு லட்ச ரூபாய் மானியத் தொகையை, அண்டை மாநிலங்களைப் பின்பற்றி கர்நாடகா 25 லட்சம் 115 படங்களுக்கு தருகிறது, தாங்களும் முதலில் சிறந்த படங்களுக்கு 25 லட்ச ரூபாயாக உயர்த்த வேண்டும். தற்போதைய தயாரிப்புச் செலவுகளுடன் ஒப்பிடுகையில் இதுவே ஒரு நியாயமான ஊக்கத்தொகையாக இருக்கும். ஆண்டுக்குக் குறைந்தது 125 தரமான படங்களுக்காவது இந்த மானியம் கிடைப்பதை அரசு உறுதி செய்ய வேண்டும். ​3. அரசு ஓடிடி (OTT) தளம் மற்றும் 'அரசுத் திரையரங்கங்கள்' ​கேரள மாநிலத்தின் 'CSpace' போல, தமிழ்நாட்டிற்கும் ஒரு தனி அரசு ஓடிடி தளத்தைத் தொடங்க வேண்டும். தரமான சிறு படங்களை மக்களிடம் கொண்டு சேர்க்க முடியும். அதேபோல், விளையாட்டு வீரர்களுக்கு மைதானங்களைப் போல, கலைஞர்கள் தங்கள் படைப்புகளைச் சுதந்திரமாகத் திரையிட மாநிலம் முழுவதும் 'அரசுத் திரையரங்கங்களை' உருவாக்க வேண்டும். இது குறைந்த கட்டணத்தில் எளிய மக்களும் சினிமாவை ரசிக்க வழிவகுக்கும். ​4. அரசியல் தலையீடற்ற சுதந்திரமான படைப்புச் சூழல் ​திரைப்படத் தயாரிப்பு, தணிக்கை மற்றும் வெளியீடு ஆகியவற்றில் எவ்வித அரசியல் தலையீடுகளுமின்றி, கலைஞர்கள் தங்களின் படைப்புச் சுதந்திரத்தை முழுமையாகப் பயன்படுத்தும் சூழல் உறுதி செய்யப்பட வேண்டும். தியேட்டர்கள் விநியோகஸ்தர்கள் தயாரிப்பாளர்கள் கட்டுப்பாடு இன்றி அவர்களுக்கான சுதந்திரத்தை வழங்க வேண்டும். அவர்கள் விரும்புகிற நேரத்தில் அவர்கள் திரைப்படங்களை வெளியிட வழிவகை செய்ய வேண்டும். கேரளாவைப் போல வரிசைப்படி வெளியீட்டுக்கான அரங்குகளை பிரித்து தருதல் வேண்டும். ​5. மாநில அளவிலான 'தமிழ்த் திரைப்படக் கழகம்' (Tamil NFDC) ​மத்திய அரசின் தேசியத் திரைப்பட வளர்ச்சிக் கழகம் (NFDC) போன்று, மாநில அளவிலேயே ஒரு திரைப்படக் கழகத்தை உருவாக்கி, சிறந்த கலைப்படங்களைத் தயாரிப்பதற்கும், உலகத் தரத்திலான படைப்புகளை ஊக்குவிப்பதற்கும் ஒரு நிபுணர் குழுவை அரசு அமைக்க வேண்டும். ​6. பிற மாநிலங்களின் முன்னோடித் திட்டங்கள் மற்றும் வெளிப்படைத்தன்மை ​மகாராஷ்டிராவைப் போல மல்டிபிளக்ஸ் திரையரங்குகளில் 'பிரைம் டைம்' (Prime Time) காட்சிகளில் உள்ளூர் மொழிப் படங்களைக் கட்டாயம் திரையிட வேண்டும். மேலும், டிக்கெட் விற்பனையில் வெளிப்படைத்தன்மையை உறுதி செய்ய அரசின் ஒருங்கிணைந்த ஆன்லைன் டிக்கெட் விற்பனை முறையைக் கொண்டு வர வேண்டும். ​7. ஒற்றைச் சாளர முறை (Single-window Clearance) மற்றும் மருத்துவக் காப்பீடு
