Yes, I am serious. Ask any senior dev this is what they will say. I learned CSS 10 yrs ago. I use it every day. For building websites. the basics I mentioned are enough. If you learned it then learn some framework like Bootstrap you will start building websites easily.

hm, then all must do it wrong or decide the wrong things, 'cos every Bootstrap FA site I look at contains all the whole pack plus the overwrites at the end of the bundle. Virtually nobody edits Bootstrap or removes parts they don't actually use.

You are correct. It makes all the sites look the same. Many people use these as a base and override their own style on top. These frameworks save a lot of time from making custom styles. But it really comes down to preference. Don't always follow the crowd.
