After my oral arguments on 22nd October 2025 in the High Court, Stephen Hanaphy (pictured) — the conscience-for-hire barrister — filed these reply submissions on behalf of Maria Browne (Chief State Solicitor), Brídín Concannon (County Registrar for Meath/Westmeath), and the Commissioner of An Garda Síochána.
In Paragraph 5, this is the best this moral wretch could muster: He smugly declares my position “entirely wrong” while offering nothing but circular bootstrapping. The Attorney General can represent these senior officials, he claims, because the AG controls the Chief State Solicitor’s office… which provides the representation. A slick, devious sleight-of-hand dressed up as law, completely dodging the personal misconduct issues and the actual limits of the Ministers and Secretaries Act 1924, Courts Service Act 1998, and Garda Síochána Act 2005.
This is what passes for State defence these days.
