The Canadian government is now preparing legislation that will make Canada’s defence procurement system far more powerful and unleashed by granting the new Defence Investment Agency very broad powers to bypass standard rules whenever national or economic security is at stake. Amendments to the Defence Production Act will massively expand its scope and raise the number of sole-source contract exceptions from four to 14, allowing the government to move with unprecedented speed and flexibility in procuring weaponry and lethal equipment. These changes open an even wider door to projects such as Sweden’s Gripen fighters and GlobalEye aircraft, as well as other European and Asian war equipment, while extending the minister’s authority to stockpile supplies for national defence and security, thereby enabling the ramp-up of huge reserves of ammunition and shells.
