Possibly, but players of Western African descendants have not been a dominant demographic of 4 of the last 5 world cup winners (Argentina, Germany, Spain, and Italy.)
In fact, Western African descendants don't seen to be helping many teams win the WC, beside Brazil and France teams.
Once we go further back into the 20th century, all of Argentina, Italy, and Germany were multi-winners (insert Football Came Home in '66 joke here) without a great number of West African descendants.
From the European competitions, it was also not the Portuguese, who were the earliest to incorporate them that were most successful (Eusebio and Coluna).
We needed to wait for the 80s when the Dutch and French finally showed the way.
It seems that there are certain footballing cultures whereby African descendants flourish in. It is probably not a coincidence that it is the French and Dutch that produce Henry and Gullit, while England have produced Cole, Bent, Heskey, and Defoe (shout-out to Barnes though, whom lit up my childhood).
