Day 2 of the 3-day webinar on the National Green Shipping Policy (NGSP), organised under the Maritime INDIA @ Net Zero initiative, focused on three key pillars — Green Technology, Green Finance and Green Skill Development & Capacity Building. The Green Technology session was presented by Ms Mansi Chawla and moderated by Shri Rahul Chahar. The session deliberated on the role of emerging technologies, digitalisation and innovation in advancing maritime decarbonisation, including operational optimisation, emissions reduction and adoption of future-ready maritime solutions. The Green Finance session was presented by Shri Imon Barua and moderated by Ms Rupali Joshi and Shri Rahul Chahar. Discussions focused on financing mechanisms and investment frameworks required to support maritime decarbonisation, including green finance instruments, institutional support mechanisms and enabling pathways for sustainable maritime transition. The Green Skills session was presented and moderated by Ms Rupali Joshi, with concluding remarks delivered by Shri Rahul Chahar. The deliberations highlighted the importance of workforce readiness, skilling frameworks, training ecosystems and institutional capacity building to support the maritime sector’s green transition. The sessions were further strengthened through expert presentations from industry and technical stakeholders. Under the Green Technology pillar, Shri Sachin Kulkarni from Wartsila, Shri Tarun Kumar from Integri Marine, Dr Saptarshi Basu from OHSE and Mr Rui Pedro Almeida Rego from Kongsberg Maritime AS, Norway, shared insights on emerging technologies, innovation pathways and operational transformation for sustainable maritime operations. Under the Green Skills pillar, Capt. Gur Prasad Kohli from FOSMA Maritime Institute and Research Organization delivered an expert presentation focusing on capacity building, maritime training and workforce preparedness for future green maritime operations. Officers from the Ministry of Ports, Shipping and Waterways and the Directorate General of Shipping represented India at the 12th Session of the Sub-Committee on Human Element, Training and Watchkeeping (HTW), held at the Headquarters of the International Maritime Organization, London, from 23–27 February 2026. The Indian delegation comprised Shri Praveen Nair, Deputy Chief Ship Surveyor; Capt. Ravi Singh Sikarwar, Nautical Surveyor-cum-Deputy Director General of Shipping; and Shri Deependra Singh Bisen, Deputy Director General of Shipping. The delegation also included representatives from Indian Maritime University, Bureau of Energy Efficiency (BEE), Maritime Association of Shipowners, Shipmanagers and Agents (MASSA), Federation of Indian Shipowners’ Associations (FOSMA), Indian National Shipowners’ Association (INSA), and the Institute of Marine Engineers (India). The delegation actively contributed to discussions on seafarer training standards, human element considerations, and maritime safety, reaffirming India’s continued commitment to international maritime cooperation and regulatory excellence.

BREAKING NEWS | DGS Circular 01 of 2026 @meaMADAD @shipmin_india @dgshipping_IN @MEABharat DG Shipping issues urgent advisory to Indian seafarers; deployment to Iran suspended New Delhi | 14 January 2026 The Directorate General of Shipping (DGS) has issued Circular No. 01 of 2026, issuing a strong advisory to Indian seafarers and maritime stakeholders in view of the Ministry of External Affairs (MEA) warning on Iran, citing a deteriorating security situation and ongoing protests. Referring to the MEA advisory dated 14.01.2026, the DGS noted that Indian nationals have been strongly advised to avoid all travel to Iran until further notice. The Embassy of India in Tehran has also urged Indian citizens currently in Iran to leave the country at the earliest using available means, including commercial flights. Key directions issued by DGS ●Immediate suspension of deployment of Indian seafarers to Iran: All RPSL companies and shipping companies have been directed not to deploy or send Indian seafarers to Iran until further orders. ●Enhanced monitoring of crew safety: Shipping companies, RPSLs, trade unions, and maritime bodies such as INSA, FOSMA, MASSA, and others have been advised to closely monitor the safety and security of Indian crew onboard vessels operating in Iranian waters or nearby regions. ●Caution for vessels in sensitive areas: Indian-flagged vessels and Indian seafarers on foreign-flag ships calling at Iranian ports or transiting the Strait of Hormuz have been advised to exercise utmost caution, keeping the prevailing security situation in mind. National Symposium on Seafarers’ Recruitment & Welfare Held in New Delhi @dgshipping_IN @shipmin_india New Delhi | 18 December 2025 The Second Edition of the National Symposium on “Seafarers’ Recruitment and Welfare” was successfully held in New Delhi on Wednesday, bringing together senior government officials, maritime regulators, industry leaders, welfare institutions, and seafarer representatives to deliberate on strengthening recruitment frameworks and welfare mechanisms for Indian seafarers. Organised by the Seafarers’ Welfare Fund Society (SWFS) under the aegis of the Directorate General of Shipping (DGS), Ministry of Ports, Shipping & Waterways, the symposium took place at the Civil Services Officers Institute (CSOI), Chanakyapuri. The theme of the symposium was “हर लहर, हर यात्रा – नाविक का कल्याण”, highlighting the government’s commitment to a welfare-centric maritime ecosystem. High-Level Government Participation The symposium built upon deliberations from its first edition held in Mumbai earlier this year and focused on rights-based governance, transparent recruitment, and holistic welfare of Indian seafarers. The inaugural session featured key addresses by: Capt. S. I. Abul Kalam Azad, Nautical Advisor-cum-Additional Director General, DG Shipping Shri Sushil Mansing Khopde, IPS, Additional Director General (Shipping) Shri Shyam Jagannathan, IAS, Director General of Shipping, who delivered the keynote address Shri Rajesh Kumar Sinha, IAS, Special Secretary, Ministry of Ports, Shipping & Waterways A video message from Shri Vijay Kumar, IAS, Secretary, MoPSW, outlined the Ministry’s long-term vision for a safe, secure, and welfare-driven maritime workforce. Focus on Recruitment, Welfare & Mental Wellbeing The technical sessions addressed regulatory challenges, enforcement of seafarers’ rights, and accountability of Recruitment and Placement Service Licence (RPSL) companies. Capt. P. C. Meena, Deputy Director General (Crew Branch), DG Shipping, spoke on RPSL responsibilities, recruitment challenges, and enforcement of the Seafarers’ Code of Conduct. Officials from SWFS and the Seafarers’ Provident Fund Organisation (SPFO) highlighted ongoing welfare schemes, social security reforms, and future roadmaps aimed at improving financial and social protection for seafarers. Special emphasis was laid on mental health and dignity at sea through flagship initiatives such as “Sagar Mein Yog” and “Sagar Mein Samman”, presented by industry and wellness experts. Panel Discussions Two in-depth panel discussions were held: Panel I: Seafarers’ Recruitment, examining regulatory oversight and recruitment challenges Panel II: Seafarers’ Welfare, focusing on industry responsibility and effective welfare delivery Senior representatives from DG Shipping, MoPSW, INSA, MASSA, FOSMA, NUSI, and maritime training institutes participated in these discussions. The day-long event brought together senior government officials, industry leaders, maritime lawyers, P&I representatives, and international stakeholders, creating a vibrant platform to address contemporary challenges & opportunities in the recruitment and welfare of Indian seafarers. A Visionary Inaugural Address The symposium commenced with the lighting of the lamp and Saraswati Vandana, setting a solemn tone. Delivering the inaugural welcome address, Capt. Nitin Mukesh, Member Secretary, SWFS, extended a warm greeting to dignitaries and participants. Capt. Mukesh reminded the gathering that seafarers remain the true backbone of India’s maritime sector: “Behind every voyage, beyond every horizon, lies the unwavering spirit of our seafarers, whose dedication ensures the lifeline of global trade and commerce.” In his address, he emphasized that the symposium was not merely a professional forum but a collective responsibility to safeguard the dignity, aspirations, and welfare of Indian seafarers. He also announced the launch of the Crew Branch Annual Report 2024–25 and the Crew Manual, designed as comprehensive references for seafarers, regulators, and industry stakeholders. Drawing from John F. Kennedy, Capt. Mukesh remarked: “Leadership and learning are indispensable to each other. Chief Guest’s Vision Shri Shyam Jagannathan, IAS, Director General of Shipping, delivered the Chief Guest’s address, outlining the Ministry’s vision for enhanced welfare, streamlined recruitment, and global competitiveness. He emphasized that Indian seafarers, celebrated for their competence and resilience, deserve the highest standards of care and transparency in recruitment processes. Session Highlights Session 1 – Government Perspectives Trends in recruitment & welfare – Shri Ajithkumar Sukumaran. Flagship initiatives – Capt. (Dr.) Daniel J.
