1. 중국이 전 세계 희토류 정제의 90%를 쥐고 있다. 2025년 4월 수출 허가제를 도입하자 중국 밖 디스프로슘 가격이 즉각 5배로 뛰었다. 2. 세계가 브라질을 주목하기 시작한 건 그때부터다. 브라질은 세계 2위 희토류 매장량(2,100만 톤)을 보유하고 있다. 중국 남부와 똑같은 이온흡착점토 지층이라 고가의 디스프로슘·테르븀이 집중돼 있다. 3. 브라질 세하 베르지(Serra Verde)는 아시아 밖에서 자석용 희토류 4종을 모두 생산하는 유일한 회사다. 미국의 USAR이 이 회사를 28억 달러에 인수하겠다고 올해 4월 발표했다. 4. 사실 세하 베르지는 인수 전부터 이미 미국·영국 사모펀드 소유였다. 중국 자본이 없었다. 세하 베르지는 그동안 광석 농축물을 캐서 중국에 보내 가공을 맡겼다. 그 계약을 2026년 말 종료하는 것이 핵심이다. 5. 하지만 현실을 직시해야 한다. 중국이 2026년 1분기에만 생산한 영구자석은 16,001톤이다. USAR의 2027년 목표 생산량은 1,200톤이다. 벤치마크 미네랄 인텔리전스는 2030년에도 서방이 중희토류의 91%를 중국에 의존할 것으로 본다. 6. 진짜 병목은 정제다. 채굴보다 훨씬 어렵고 시간이 걸린다. 세하 베르지조차 지금도 농축물을 중국에 보내 분리하고 있다. 중국 밖에 전용 상업 규모 HREE 정제시설은 사실상 없다. 7. 그러나 바로 이 병목이 기회다. 테르븀 가격은 중국 밖에서 킬로그램당 4,500달러를 넘는다. 중국 안은 900달러다. 정제 능력을 먼저 확보한 기업이 이 프리미엄을 가져간다. 8. 포스코인터내셔널이 그 자리를 노리고 있다. 5월 21일 워싱턴 D.C.에서 미국 리엘리먼트 테크놀로지스와 2억 달러 합작법인 계약에 서명했다. 미국 최초 희토류-영구자석 통합 생산 단지가 목표다. 9. 시장도 이미 반응하고 있다. 패스트마켓(Fastmarkets)은 올해 3월부터 디스프로슘·테르븀의 중국 외 별도 가격 지수를 공표하기 시작했다. 한국을 일본·미국과 함께 핵심 수입국으로 명시했다. 희토류 시장이 공식적으로 두 개의 세계로 갈라진 것이다. 10. 브라질 대선(10월)은 변수다. 좌파 정당이 이미 대법원에 거래 중단을 청원했다. 명분은 국가 자원을 외국 기업에 팔 수 없다는 것이다. 그런데 세하 베르지는 인수 전부터 미국·영국 사모펀드 소유였다. 외국에서 외국으로 넘어가는 거래에 국가 주권을 내세운 셈이다. 법리적으로 약한 주장이지만 선거 앞에선 다르다. 룰라는 재선을 노리고 있고 브라질 희토류를 지키겠다는 구호는 표가 된다. 정치적 압박이 거래를 늦출 수 있고 이 불확실성은 2027년 중반까지 이어질 수 있다. 11. 광산은 브라질에 있고 가공 기술은 중국에 있다. 그 사이를 누가 먼저 파고드느냐가 관전포인트로 보인다.

Fastmarkets: US soyoil commands record premium to South America; regional spreads narrow amid CME sell-off | Susan Stroud, analyst at No Bull Ag, told Fastmarkets that US #soybeans oil has become “a runaway train” in the global vegetable oil market, “and policy is the conductor.” “EPA’s record-large biomass-based diesel mandate has fundamentally changed the demand structure. Soyoil is no longer competing with palm oil and Argentine soyoil for export demand — it’s competing with canola oil, tallow, used cooking oil and other feedstocks for a share of a rapidly expanding biofuel market,” Stroud said. “That’s why US premiums have blown out to record levels versus South America, and why higher D4 RIN values continue to support gains not only in soyoil, but across the broader feedstock complex,” she added. fastmarkets.com/insights/us-…
