The strong participation signals growing investor confidence in Zambia's credit story following its debt restructuring. Once the transaction settles, the government expects to redeem the small balance of remaining notes through a clean-up call, effectively retiring the entire bond issue. The offer values the notes at approximately US$828.68 per US$1,000 principal amount, excluding accrued interest, with settlement expected from mid-June. A standout achievement noted during her reaction was the expansion of the "billion-dollar club" on the Lusaka Securities Exchange Plc, with Zambia Sugar and Airtel Zambia PLC joining the ranks to bring the total to four companies with billion-dollar market capitalizations. Regarding strategic initiatives, Ms. Sichone highlighted the positive trajectory of the Capital Markets Master Plan (CMMP), for which the SEC serves as the secretariat. Currently, six out of the ten key performance indicators (KPIs) are positive, signaling that the long-term roadmap for market development is well underway. She also shared that the Commission is actively working toward MSCI Index classification by benchmarking against other countries and collaborating with the Ministry of Finance to address necessary macroeconomic and market requirements. Finally, Ms. Sichone addressed the critical area of investor protection, noting that the SEC has intensified enforcement actions against unlicensed and illegal investment schemes, particularly online scams. She cautioned the public to be "smart investors" by verifying the licensing status of providers through the SEC, Bank of Zambia, or the Pensions and Insurance Authority (PIA). A specific "red flag" she identified is the use of high-pressure tactics, such as being told an investment opportunity will expire within an hour, which she noted is a strong indicator of a potential scam.
