Digital transformation without governance is risk without control.
In her presentation on Engineering Governance and Regulation in the Era of Digital Networks and Smart Technologies, Eng. Lucy Nyakwera highlighted that Uganda’s Vision 2040 and national frameworks such as NDP III & IV and the Digital Uganda Vision position digital networks as foundational infrastructure for socio-economic transformation.
As broadband expands and smart technologies integrate into agriculture, energy, transport, health, and environmental systems, engineering complexity continues to increase. Emerging solutions like Satellite Internet of Things (IoT) are extending connectivity to remote areas, enabling precision agriculture, climate monitoring, and resilient service delivery.
However, she emphasized that such advancements introduce critical technical and regulatory considerations, from spectrum management and standards compliance to service authorization, quality assurance, and public safety.
Her key message: engineering governance and regulation are not barriers to innovation, they are enablers of sustainable progress. Strong governance frameworks ensure reliability, safety, equitable access, and long-term national value.
Because true digital transformation depends not only on deploying technology, but on responsible systems that safeguard the public interest while enabling innovation.
