Ahinda DEI's 10 point proposal to all governments to empower Dalits/Adivasis all over India.
1. The Anti-Honor Violence and Inter-Caste Marriage Protection Mandate
Enact a strict, uncompromised law explicitly criminalizing honor-based violence, covering both direct physical assault against marginalized youth and the targeted exploitation and abandonment of girls from vulnerable backgrounds. The state must guarantee immediate police protection and safe housing to inter-caste couples, alongside mandating local law enforcement to hold proactive, legally binding conflict-resolution and warning sessions with dominant-community groups in sensitive areas.
2. The Academic Discrimination Prevention Code (Rohith Vemula Act)
Establish an exclusive protection code across all higher educational institutions to address low representation in Post-Graduation, Ph.D., and faculty tracks (from Assistant to full Professor). This framework will legally document and penalize indirect discrimination—such as systemic roster manipulation and arbitrary interview score deductions—guaranteeing strict compliance and institutional transparency.
3. The Scheduled Caste & Scheduled Tribe Sub-Plan Utilization Act
Mandate that budgetary allocations for Scheduled Castes (SC) and Scheduled Tribes (ST) be kept strictly proportionate to their population percentages. It enforces a strict "Priority Area Lock," ensuring funds are channeled directly into core human development metrics like Education and Health, while legally banning the diversion of these welfare funds to general infrastructure, state freebies, or political guarantees.
4. Specialized SC/ST Law Enforcement Infrastructure
Counter escalating atrocities by dismantling dysfunctional state grievances machinery and setting up a dedicated law enforcement wing. Establish independent, specialized SC/ST Police Stations across every district, centralized under a state-wide Additional Director General of Police (Addl-DGP). This setup will feature an automated, centralized 24/7 emergency toll-free network, a zero-tolerance policy on mandatory FIR registration, and fast-track, high-quality investigations.
5. The Comprehensive Caste Census & Composite Backwardness Index (CBI)
Launch an all-inclusive state-wide Caste Survey evaluating 44 socio-economic, educational, and livelihood parameters based on Telangana model. This data will formulate a localized Composite Backwardness Index (CBI), paving the way for rational, scientifically verified sub-categorization within the OBC, SC, and ST pools through an empowered, independent judicial commission to ensure benefits reach the most vulnerable within those blocks.
6. Target-Funded Development for Deprived Sub-Castes & EBCs
Get the most marginalized sub-castes and Extremely Backward Classes (EBCs) within the state to provide focused budgetary injections aimed at completely erasing structural gaps in healthcare, housing, and schooling. To prevent bureaucratic neglect, a dedicated, autonomous division will be carved out within the Social Welfare Department to exclusively oversee their fast-tracked advancement.
7. Transparent Governance Representation & The Promotion Protection Act
Enforce radical transparency by publishing an annual public register detailing caste-wise placement at every bureaucratic echelon—including District Collectors/Magistrates, Superintendents of Police (SPs), and Principal Secretaries.
To break through the glass ceiling, pass a dedicated state employees promotion act to scientifically dismantle structural roster barriers and guarantee SC/ST presence in top decision-making administrative roles.
8. Fair Pay Protection: Reservation in Outsourced & Contractual Labor
Mitigate the erosion of traditional government entry points caused by privatizing Group C and D jobs. This measure legally enforces state reservation quotas across all outsourced, temporary, and contractual employment within public institutions, securing stable, regulated livelihoods and fair baseline salaries for SC/ST/OBC workers.
9. Elite Institutional Access and Affirmative Procurement
Democratize economic opportunity by imposing a mandatory 20% reservation quota for SC/ST students in all elite, premium, and private residential schools across the state. Simultaneously, institute a progressive reservation matrix within state procurement contracts, guaranteeing SC/ST entrepreneurs direct access to government supply chains and public tenders.
10. Wealth Distribution and Asset-Building Mandate
Shift the paradigm from temporary relief to permanent asset ownership. Implement institutional mechanisms to allocate State Housing Board flats, industrial plots, and cultivable agricultural lands to SC/ST families at heavily subsidized rates, pairing these wealth-building initiatives with direct, targeted financial assistance for marginalized women and unemployed youth.
