The National Assessment and Accreditation Council (NAAC)
#NAAC
has introduced significant changes to its accreditation process, aiming to enhance quality and transparency in India's higher education system .
Reforms
Binary Accreditation: NAAC has shifted from a grading system to a binary system (Accredited or Not Accredited) to encourage more institutions to participate and foster a quality culture. Implemented from July 1, 2024, institutions already applied or applying within June 2024 can choose between the old process or the new binary method till August 31, 2024.
Maturity-Based Graded Accreditation (MBGA):
#MBGA Planned for December 2024, MBGA will grade institutions from Level 1 to Level 5. Levels 1-4 are termed Institutions of National Excellence," while Level 5 is "Institutions of Global Excellence for Multi-Disciplinary Research and Education.
One Nation One Data Platform: To ensure data integrity and transparency, this platform will collect and validate institutional data. Heavy penalties will be imposed for incorrect submissions.
New Metrics and Attributes: Evaluation will focus on processes, outcomes, and impact across attributes like curriculum design, faculty resources, research, sustainability, and student achievements.
Fee Structure: Revised fees apply, e.g., ₹6,00,000 GST 18% for universities and professional institutions, with 50% payable upfront.
Appeals Mechanism: Institutions can appeal accreditation outcomes with a fee of ₹50,000 GST 18%.
Implementation Timeline
Binary Accreditation: Started from July 1, 2024.
Maturity-Based Graded Accreditation: Expected launch by December 2024.
Validity Extensions: Accreditation validity for institutions under the old system will be extended until the new MBGL system is in place.
Implications
Quality Enhancement: Reforms aim to elevate educational standards and institutional accountability.
Institutional Preparation: HEIs must familiarize themselves with new criteria, plan strategically, and possibly invest in staff training.
Government Support: The government and NAAC will provide guidelines, workshops, and consultations to aid the transition .
