after getting more familiar with the problem formulation here, this is probably the hardest minlp problem i've ever encountered. i can see why people want to resort to nn and rl approximations, but i can also see there's not a chance in hell they work here

@clattner_llvm low-hanging fruit for Mojo would be a best-in-class convex optimization suite. Start with great LP solver, then MINLP. Julia tries to be the all-in-one-language optimization home but doesn't dominate academia and has a disconnect to industry.
