No, absolutely no. We tried java, it was nonfun. I failed. Year later, they fixed the anticheat software, passed the test. I cannot program by writing with pen and paper. Its not how my brain works. At which company do you program on paper these days? Cobal ? Fortran?

Nonrotating format banlists have the same problem as institutional regulations. Whenever something bad happens, like Nadu being dominant and nonfun to play, there's a strong incentive to ban it. But there's little incentive to ever unban things; the impact of something that is *not* legal is only counterfactual and therefore invisible. So the banlist just grows and grows. The modern banlist currently has 50 cards on it. Each of these cards made sense to ban individually; they were key to a deck that was lowering format diversity at the time. But 50 different decks would be plenty diverse! Wizards could unban almost all of them and we'd most likely end up with a different but still perfectly engaging metagame. This is not a *guarantee* of course. It is in theory possible that every subset of the current banlist would result in a single dominant archetype, and the current list of 50 cards is the minimal list necessary to have the desired format diversity. But given that the current banlist includes cards from combo *and* control *and* aggro *and* midrange, I find that unlikely.
