Lots of ways to go, OPA855 would work for I-V conversion, or you could get fancy with something like a LMH32401 TIA-in-a-chip. I haven't messed around with a laser power supply for some years, but long ago at least, semiconductor lasers were touchy, unforgivng of overcurrent and best ramped up slowly. This might be ancient history, (mid 80's) but we'd buy single mode lasers, they'd come in a DIP package with a fiber pigtail, and had a Peltier thermocooler inside the DIP package. We weren't doing data transmission, but interferometer stuff, so you could be simpler with the power supply. Just remember tho, one spike and poof, there goes your laser.
