Transparency and accountability must define everything we do. We must perform our duties with utmost commitment to ensure that every target we set translates into tangible results for the people of Kenya. Today marked a significant milestone in our collective resolve to serve Kenyans with integrity and excellence. It was my honour to lead the official signing of the Ministry’s Performance Contracts for the Financial Year 2025/2026, in line with the 22nd Cycle Performance Contracting Guidelines. This exercise, however, is far more than a procedural formality. It is the cornerstone of our governance philosophy: that transparency and accountability must define everything we do. The Government remains steadfast in using Performance Contracting as a flagship tool to enhance public service delivery by embedding accountability, efficiency and effectiveness into our daily operations. The journey to this point has been meticulous. It began with a circular from the Office of the Prime Cabinet Secretary in June 2025, followed by rigorous vetting of Ministerial and SAGA performance contracts in early August. This structured process reflects our collective commitment to upholding the highest standards of performance management. I emphasized to all in attendance that the targets signed are not abstract aspirations. They are carefully negotiated commitments that cascade directly from our national development blueprints, The Bottom-Up Economic Transformation Agenda (BeTA), Kenya Vision 2030, and the Sustainable Development Goals (SDGs), down to every individual Annual Work Plan. This alignment is critical for ensuring our Ministry works in unison towards common and measurable outcomes. Given the constrained fiscal environment, I issued a clear directive: prudent, focused and results-driven utilization of allocated resources is our top priority. We must foster strategic thinking in resource mobilization, guided by innovation and partnerships, to maximize our impact. In a major step forward, I announced the development of a comprehensive Monitoring, Evaluation, Reporting and Learning (MERL) tool. This digital platform will enhance our dashboard reporting, enabling real-time monitoring of performance across all Departments, SAGAs, Counties and Development Partners within the Environment and Forestry Sector. My office will expect timely reports and I encouraged open communication on any challenges so we can address them collectively. I look forward to celebrating the achievements of the FY 2024/25 cycle and am confident that with the dedication shown by our technical and support departments, we will make the 2025/26 cycle a resounding success. I extend my deepest appreciation to the Principal Secretaries, Board Chairpersons, CEOs, Heads of Departments and every staff member whose seriousness and dedication made this critical event a success. Cabinet Secretary for Health, Hon. Aden Duale, today oversaw the signing of the Ministry’s Performance Contracts for the Financial Year 2025/2026 (1 July 2025 – 30 June 2026), reaffirming the Ministry’s commitment to accountability, efficient service delivery, and measurable impact for Kenyans. The ceremony followed the vetting of Ministerial Performance Contracts in July 2025 and, in line with national Performance Contracting Guidelines, formally aligned the Ministry’s targets with national development priorities. It also triggered the cascading of obligations across Directorates, Departments, Divisions, and Units, ensuring clearly defined, performance-driven responsibility at every level. Addressing Ministry leadership, the CS underscored responsible governance, prudent management of public resources, and results-focused leadership that converts policy commitments into concrete actions and verifiable outcomes. He reaffirmed the Ministry’s constitutional obligation to uphold transparency, accountability, and integrity in executing its mandate. Noting that health is a central pillar of the 5th Administration’s Bottom-Up Economic Transformation Agenda (BETA), Hon. Duale stated that a resilient health system is fundamental to economic growth, social stability, and human dignity. He highlighted key gains, including advances in health financing reforms, digital health integration, expanded benefits coverage, strengthened community health systems, and improved access to specialised services—reflecting coordinated leadership and institutional discipline. The CS commended the Principal Secretaries and senior management for driving reforms with focus and integrity, emphasising that every public resource allocated to health must deliver tangible value to citizens. He called for heightened fiscal discipline, accelerated reform implementation, enhanced transparency, improved service standards, and stronger collaboration between the National and County Governments in the new performance cycle. Hon. Duale expressed confidence that the year ahead will be defined by disciplined execution, ethical stewardship, innovation, and zero tolerance for complacency as the Ministry advances a more equitable, sustainable, and accountable health system anchored on Universal Health Coverage (UHC). The signing ceremony was attended by Principal Secretaries Hon. Ahmed Abdisalan Ibrahim (National Government Coordination), Dr Ouma Oluga (Medical Services) and Ms Mary Muthoni (Public Health and Professional Standards), Director-General for Health Dr Patrick Amoth, alongside Ministry Directors and Technical Heads.

PERFORMANCE CONTRACTING FOR IMPACTFUL SERVICE DELIVERY Performance contracts are a vital management tool that align individual officers’ efforts with NYS strategic goals and Kenya’s national development agenda. When negotiated collaboratively and grounded in realism, these contracts not only enhance accountability but also motivate officers to deliver tangible results. Today, the Deputy Commandant General, Jamlick M. Chabari, MBS, led the performance contract negotiation and signing ceremony with NYS Regional Commanders from Rift Valley and Eastern regions. We successfully participated in the Performance Contract vetting process for FY 2025/2026. Our delegation was ably led by Director @ojallalavender , Chairperson of Planning, Strategy, and Development, who skillfully presented our priorities before the Secretariat from the Public Service Performance Management and Monitoring Unit (PSPMMU) under the Executive Office of the President. This critical exercise reaffirmed LBDA’s strong alignment with the Bottom-Up Economic Transformation Agenda (BETA). The vetting process offered us the opportunity to demonstrate how our proposed projects are not only responsive to local development needs but are also deeply rooted in the national agenda for inclusive growth and regional transformation. Our submission focused on key value chains that hold immense potential for economic empowerment in the Lake Region. These included the Rice Value Chain, Aquaculture Value Chain, and Apiculture Value Chain. Among the flagship projects are the rehabilitation of water canals for rice farmers in South West Kano (Kisumu County), grading and murraming of access roads in Nyangweso Irrigation Scheme (Homabay County), and mopping up of paddy rice from farmers across six counties to enhance market access and reduce post-harvest losses. I commend Director Ojalla for her exemplary leadership during the vetting process and express our appreciation to the PSPMMU Secretariat for their guidance and constructive engagement.
