Most foolish cartoon ever. If you have to have a space scientist at the helm of Science and Technology, someone with a Hindi-litrature background "crossing all these hurdles" - makes ZERO sense. Such people have to come laterally.
Where is common sense? (For the cartoonist, as well as the govt that failed to implement a useful rule?)
I guess these civil service exams are totally screwed up. It is going from bad to worse.
